Trash cans and cleanup

Add more trash cans, more park workers for cleanup. Maybe teens form local schools could also get paid to do park cleanups a few times a year.

Littering is a big problem. This law is not enforced enough! I think that if we receive more funding, we can add a lot more trashcans.
